No. FACEIT and Valve run separate rating systems that never exchange data. Any conversion table, including this one, is an approximation from observing players who play both.
The FACEIT pool at high levels is denser with experienced, team-oriented players, and matches run on FACEIT anti-cheat. A high Premier rating is achievable with less structured play, so level 10 is commonly regarded as the stronger signal.
Level 1 runs up to 800 ELO, levels 2 through 9 step in bands of roughly 150 ELO (801–950, 951–1,100, up to 1,851–2,000), and level 10 is 2,001 ELO and above.
Different pools and formats. Premier ratings also spread wider over a season and vary by region, so the same player can sit in different percentiles on each ladder.
