Yes. Steam reports VAC, game, and trade ban status through its public API even when the rest of the profile is private, so ban state is usually available.
A VAC ban is issued automatically by Valve Anti-Cheat for detected cheat software. A game ban is issued by the game's own systems, such as Overwatch verdicts in Counter-Strike. Both are permanent marks on the account.
VAC bans are permanent and are almost never lifted. Valve only removes a ban if it was issued in error, which is rare.
